US share in global installed capacity of semiconductor industry is less than 12%, while the global sale of semiconductor sales (Fab less plus IDMs) is 48%. 二 | 衡水市就业服务的创新之举,是对现实痛点的精准回应。“过去,打零工的人多在街头自发聚集,信息不对称,权益保障难。

三 | 企业尤其是小微企业和农业经营主体,也常为季节工、临时工紧缺发愁。”衡水市人社局就业促进科三级主任科员王新健介绍。为破解用工就业“两头难”,衡水市创新构建“零工市场+零工超市”双核驱动模式,有效打通农村劳动力就业“最后一米”。截至今年7月,全市共设立零工市场24个,建设零工超市1687个,建立微信服务群3900个,覆盖劳动力57万人,服务实现就业1.8万人次。据了解,零工市场的定位是“区域枢纽服务站”,由政府搭台,引入第三方机构运营。这里不仅是招聘信息集散地,更是提供技能培训、举办专场招聘、开展劳动维权的“一站式”服务中心。零工超市的定位是“基层末梢便利店”,由县市区人社部门牵头建设,依托乡村商品超市、农资超市等场所建设。

四 | 设立领办人模式,满足群众“找活儿信熟人”的心理,帮助老百姓“求职步行可达、信息即时获取”。“零工市场”建在中心区,“零工超市”开在家门口。嘉旺便利店是衡水市枣强县肖张镇程杨村的一家小超市。店长魏益华就是程杨村零工超市的领办人。她的手机里有3个500人的零工招聘微信群,每天为村民发布各类招聘信息。“枣强县城厂子招工,打包、看机器、生产管子,免费吃住……”“汽车零部件厂招工,普工20元每小时,喷漆工27元每小时……”魏益华一边展示她发布的招聘信息,一边告诉记者:“程杨村零工超市已经给烤鸭蛋厂、九号仓、洗衣厂等企业输送了上千名零工,解决了工厂用工难题,让乡亲们在家门口赚钱。”今年年初,程杨村零工超市在第三方机构灵新就业科技有限公司的帮助下,依托支付宝上线了“安心登记”服务,通过“碰一下”快速登记求职者相关信息,实现岗位供需快速响应、精准匹配。今年6月,19岁的村民蔡依诺在零工超市的帮助下,入职了当地的衡水京南湖实业有限公司,基础工资4000多元。这是一家省农业产业化重点龙头企业,生产的泥腌烤鸭蛋入选“燕赵老字号”。“8月份开始,企业进入生产旺季,希望招聘年轻员工,能在自动化生产线上操作设备。

五 | 多亏了零工超市,今年招工实现了年轻化。”该公司生产负责人刘永强说,对于这批年轻员工,企业设有培训机制和激励政策,会根据能力表现调整岗位、提升待遇。

六 | “市场”整合资源,“超市”灵敏触达。王新健表示,零工市场与零工超市有机联动,两者相互补充、相互促进,显著提升了人力资源配置效率与企业用工需求的响应精准度。
