三 | 企业尤其是小微企业和农业经营主体，也常为季节工、临时工紧缺发愁。”衡水市人社局就业促进科三级主任科员王新健介绍。为破解用工就业“两头难”，衡水市创新构建“零工市场+零工超市”双核驱动模式，有效打通农村劳动力就业“最后一米”。截至今年7月，全市共设立零工市场24个，建设零工超市1687个，建立微信服务群3900个，覆盖劳动力57万人，服务实现就业1.8万人次。据了解，零工市场的定位是“区域枢纽服务站”，由政府搭台，引入第三方机构运营。这里不仅是招聘信息集散地，更是提供技能培训、举办专场招聘、开展劳动维权的“一站式”服务中心。零工超市的定位是“基层末梢便利店”，由县市区人社部门牵头建设，依托乡村商品超市、农资超市等场所建设。

四 | 设立领办人模式，满足群众“找活儿信熟人”的心理，帮助老百姓“求职步行可达、信息即时获取”。“零工市场”建在中心区，“零工超市”开在家门口。嘉旺便利店是衡水市枣强县肖张镇程杨村的一家小超市。店长魏益华就是程杨村零工超市的领办人。她的手机里有3个500人的零工招聘微信群，每天为村民发布各类招聘信息。“枣强县城厂子招工，打包、看机器、生产管子，免费吃住……”“汽车零部件厂招工，普工20元每小时，喷漆工27元每小时……”魏益华一边展示她发布的招聘信息，一边告诉记者：“程杨村零工超市已经给烤鸭蛋厂、九号仓、洗衣厂等企业输送了上千名零工，解决了工厂用工难题，让乡亲们在家门口赚钱。”今年年初，程杨村零工超市在第三方机构灵新就业科技有限公司的帮助下，依托支付宝上线了“安心登记”服务，通过“碰一下”快速登记求职者相关信息，实现岗位供需快速响应、精准匹配。今年6月，19岁的村民蔡依诺在零工超市的帮助下，入职了当地的衡水京南湖实业有限公司，基础工资4000多元。这是一家省农业产业化重点龙头企业，生产的泥腌烤鸭蛋入选“燕赵老字号”。“8月份开始，企业进入生产旺季，希望招聘年轻员工，能在自动化生产线上操作设备。

五 | 多亏了零工超市，今年招工实现了年轻化。”该公司生产负责人刘永强说，对于这批年轻员工，企业设有培训机制和激励政策，会根据能力表现调整岗位、提升待遇。

六 | “市场”整合资源，“超市”灵敏触达。王新健表示，零工市场与零工超市有机联动，两者相互补充、相互促进，显著提升了人力资源配置效率与企业用工需求的响应精准度。
